Terra Hill is developed by Hoi Hup Sunway Kent Ridge Pte. Ltd., the entity that holds the developer’s licence for the project. It was registered in 2021 under UEN 202132322K, carries Developer Licence No. C1435, and has its registered office at 16 Jalan Kilang #07-01, Hoi Hup Building, Singapore 159416. It is a joint venture of Hoi Hup Realty and Sunway Developments, both profiled below. The development itself is a freehold condominium of 270 units at 18 to 22B Yew Siang Road in District 5, arranged as nine blocks of five storeys plus an attic level on a 19,365 sqm site at a plot ratio of 1.4. The site was formerly Flynn Park, a 72-unit condominium completed in 1986 on a 4.79-acre freehold plot. Hoi Hup Realty and Sunway Developments acquired it collectively for $371 million in September 2021, at the second attempt after a 2018 tender closed without a buyer, making it the largest collective sale of that year. A development charge of roughly $24 million raised the plot ratio to 1.4 under Master Plan 2019, and a further $16 million secured 7 per cent bonus balcony gross floor area, putting the land rate at $1,318 psf per plot ratio once that bonus area is counted. The land is Lot 02062L Mukim 03, building plan approval is A1716-00007-2021-BP01 dated 23 December 2022, and the project account is held with United Overseas Bank Limited, account number 769-310-220-4, which also holds the mortgage over the land.
The appointed consultant team is P&T Consultants as project architect, Straits Construction Singapore as main contractor, Tenwit Consultants for civil and structural engineering, United Project Consultants for mechanical and electrical, Sitetectonix as landscape architect, 2edesign Studio as project interior designer, and Rajah & Tann Singapore as the developer’s solicitor. Expected Temporary Occupation Permit is 9 January 2028 and expected Legal Completion is 9 January 2031.
Hoi Hup Sunway is an established collaboration rather than a first-time pairing, and the partnership has a documented award record. Sophia Hills, one of its completed developments, took Gold at the FIABCI World Prix d’Excellence Awards 2020 in the Mid-rise Residential category, the EdgeProp Singapore Excellence Awards 2020 for Top Development (Residential, Central, Completed), and a FIABCI-Singapore Property Award in 2019 for Mid-rise Residential and Heritage. Ki Residences at Brookvale won Best Private Condo Interior Design (Singapore) at the PropertyGuru Asia Property Awards, was Highly Commended in the same category and in Best Private Condo Landscape Architectural Design (Singapore), and took EdgeProp Singapore Excellence Awards for Design Excellence and Sustainability Excellence.
